Paul Lucken was Executive Director of the Learning and Skills Council Devon and Cornwall and oversaw its creation in April 2001.
He started work as a marine engineering apprentice in Devonport Dockyard, Plymouth. After progressing through a series of posts at the Dockyard, he changed his career path and joined the Employment Service. A DfES sponsored study of the United States’ Private Industry Council model of training and economic development led him to join the newly-formed Training and Enterprise Council, and he went on to become Director of Operations in Prosper (the combined TEC and Business Link in the two counties).
In summer 2007 he became the SW LSC’s Regional Director of Skills. Paul is a member of the SW Regional Skills Partnership, and a Director of Quality South West.
